In order to request a russian visa (either tourism, business or private) you need a valid travel insurance with a company accepted by the Russian embassy and consulate of your territory.
For citizens of European Union, it is essential to take out travel insurance covering accidents, illness and medical expenses when applying for the Russian visa. This insurance is not mandatory for Europeans living in Russia for more than 183 days or are on business stay in some international organisation.
Despite the decree 241 (on April 15th 2003) questions the requirement to hold a medical insurance when applying for the Russian visa, this insurance company should be recognized by the Russian Embassy covering your territory.
The omission of such medical insurance might be a reason of refusal to give you the visa (touristic or business). According to the Russian embassy (or consulate) where you make your request, a list of insurance company is offered to ensure that your coverage is recognized by the Russian Embassy.
